Am completely new to Graphhopper
Q1 - What is the use of com/graphhopper/routing/util/legal_default_speeds.json?
Q2 - Can I alter region wise speed somewhere ?

legal_default_speeds.json is used to populate the max-speed encoded value, but it is disabled by default. You need to add max_speed_calculator.enabled to the config.yml file. Changing speeds region wise can be done using custom models with the areas feature.
