Use Maximum number of available vehicles to reduce time

Hi,
I am trying to solve a vrp which consists of pickups and deliveries. I have fixed fleet size lets suppose 5 trucks and I want to use all five of them to reduce overall time of process. What jsprit does is it simply reduces the cost if 'it finds that using all five vehicles increases the over all cost it simply don’t care about time it just use 1 truck to reduce the cost how can I use all available vehicles without using negative cost ?
