This problem has been reported in an OSM note:
Between the nodes 360340653 and 36174936, bicycle routing is not possible when riding towards the south. No problems were found in the data and routing should be possible.
This link demonstrates the issue. Pedestrian routing also does not work.
The problem here is that some segments such as https://www.openstreetmap.org/way/543580392 are tagged with motorroad=yes, so this is a data problem. Graphhopper excludes segments of type motorroad=yes.

I am still confused why this does not work, but let’s see if the problem persists after fixing the data.
